it's pretty different tho. Justin had a second era with his boyband and solo he was already an stabilished act. Eminem is a rapper, they have bigger numbers and also it was in 1999, a different time for albums.
Since it was his sophomore album, ofc he needed hit singles to make it, because he is not well known enough yet by the public. The thing is: his last single flopped and yet his album is still selling without any major drops, very stable for a singles artist.

Unconditionally has no reason to be flopping, it's as generic and radio friendly as it gets, it has 80m AL, two promo performances which were aired in the US, and a music video.

I am pretty sure you understood my last reference... The fact that no one expected P!nk to last more than one album and she could still manage through it. OFC I wouldn't compare P!nk's last album numbers, she also has a 10+ years career where she could solidify her name.
