It's Britney's last album with them, so I think the label doesn't care about pushing it at all since Britney herself will either sign to another label or not sign a new record deal at all. It's all pretty understandable, tbh. I know fans are frustrated about the lack of promotion, but commercial success doesn't seem to be the aim for this album [that won't stop people from dragging its sales, but that's fine, it's all fair game on ATRL!  ]. Hell, even Britney herself didn't care when the album leaked and probably spread it around some more by tweeting about it.
It's all about Vegas. And maybe that's for the best.
The album is up for pre-order, they'll be streaming in on the 25th, they'll have the iHeart Radio release party the week of the album release, and the Perfume music video the week of the album as well. Leave it at that. There's no use spending money on some huge ass marketing campaign.

I couldn't see her dipping much below 4's sales even without mainstream hits. She is too in demand and universally liked as a musician/performer. She would have to go out of her way to alienate the general public to really flop. Alicia got lucky with her string of huge albums, but her star power has dropped precipitously since As I Am, while Beyonce's has only risen. She is practically a mascot of the internet age.
