No, it's Rihanna's label Def Jam that's the problem. Rihanna is managed fine by Roc Nation/Jay Z. They are helping brand her which is a good thing.
However, Def Jam completely refuses to invest in Rihanna's music/eras properly. They never even invested in her in the beginning. of her career so she & her mgt had to fund everything.

Not really. Up until Rated R era, Rihanna and her former mgt company Rebel One were paying for everything. They thought Rihanna was too basic in the beginning. Even now as the biggest popstar in the world, they still skimp on promoting her eras. Besides, alot of her songwriters/producers are on Roc Nation's payroll not DJ's.

I'll give you up until Rated R they kinda gave her a ****** budget, but ever since LOUD they have definitely invested in her more and realized the cash cow that she is.
I think people tend to forget Gaga was the main reason why US radio started (re)appreciating dance-pop music again since 2009 and now that that ship has sailed, hers has aswell. If this 4th album would have been more like Do What U Want (the unpretentious combination of heavily R&B flavoured pop works really well on her) I think she would have done better. It's like she thought Born This Way was too risqué so she just went back to doing what she was circa 2009. Bad idea.
