The numbers are disappointing, but not surprising. Since BTW, I really feel like she alienated her fan base. I LOVE the album, but I thought it would be much more "generic" as ATRL likes to say. A lot of it is not single material, which is fine--but not if she wants to sell a huge amount of albums. She also didn't have the hype that came with BTW. It really seems to me like Gaga gets the best reactions/reviews when she is singing her ass off at the piano. That's why I fell in love with her. It was obvious to anyone with a brain that she wouldn't be topping BTW's numbers, but I just don't think she's putting out the kind of music that the GP wants to hear.
It has nothing to do with her fans, her attitude, or anything like that. The GP could give two ****s about that ****, and ATRL and "stans" are a tiny, tiny majority that most of the world (thankfully) has no knowledge of. When people buy music they do it because it sounds good, it connects with them somehow, etc. I think Gaga will have moderate success this era. I'm still glad she put out a quality album though (imo), unlike most major releases lately.
