That wasn't what they did.
Royals was on The Love Club EP's tracklisting, so they removed it from the EP and made it available from the album instead, which meant it had to reclimb.
Otherwise the EP version would be at #1 and the album version would be floating around. They didn't fix it in some countries though, so "Royals" the EP version was at #1 while the album version was at #2.
