I mean, of course she does. It's something that's clearly very important to her. Along with her music and shows, why wouldn't she plan out at least some of her output in the next few months/years when it'll be functioning as context for the ARTPOP album(s) that she's been working so hard on?
I don't think she really planned for ARTPOP since TF/TFM/BTW days though. I just think that being forced to one image eventually made her want to create an image that she can easily change. So she created her ARTPOP image so she could easily change her image on the go.
@gagadaily was posting links to a report page if any leaks are found so twitter monsters all believe ARTPOP was leaking and there was about 30 minutes of chaos and then all died due to gaga getting ha promo by making those iconic tweets :P
