They both have to weaknesses each, and one immunity, both have the same Sp.Atk, but their HP and Sp.Def is switched. Both have access to cover one of their weakness (Sylveon gets Psyshock, Vaporeon gets Ice Beam)

Vaoreon has Scald and can cripple physial attacker, there is the answer
. But otherwise they are quite equal. But i don't think it won't be seen that often in OU with nerf of Rain
