It's a radio promo email, so its general radio release will be at that time. Some stations might be allowed to play it earlier to play it though.

It's not really stupid. It's not like it's going to affect anything. I think Capitol is gunning to increase album sales a bit with this.

This practice has been done before by other labels, and the singles still come out to be successful.
