You're right on that. But there still is a lot of people who regard dance as a "guilty pleasure" and slower music as "serious stuff".
I don't see why this is a problem when you also have a good portion of people who see slower music as "boring" or "cheese" and dance music as "interesting." It will always boil down to taste. But I don't see why there has to be a choice, especially when there are artists who do both and love doing both, and those who love listening to both.
I think even if critics don't, necessarily, the public for the most part takes ballads as more "serious" music.
I've never heard a non-serious ballad myself, but I'm sure some exist. One example might be Ke$ha's "Stephen". Or a comedic ballad like Adam Sandler's "Hanukah Song".
But they are a fraction to a majority. The public does consider ballads as more artistically credible than a dance pop song.

Music should have variety. I don't think any genre or type of song should dominate, it should represent all the genres it possibly can.
