It's not so much accent as the lack of the ability to pronounce properly the sloppiness drips down to the very way that they speak.
Say what you want about the motherland but if not for their total ownage of a millennium you and 20% of the world wouldn't be here.
No matter how many times you call it a third world country it won't make it true.
Very advanced technologically, economically, governmentally, etc.
You might as well call France a third world country or Greece. Monetary issues don't make a country first world as natural resources doesn't make one a third or first world.
