Payola is when downloads for a song are suppressed by an artists label so that when they stop suppressing the downloads the song has a huge spike and skyrockets to #1.

So the itunes payola theory makes sense.

EDIT: It doesn't necessarily mean a label is buying downloads though they could for a large spike.
