For Rihanna, her booklets and everything are done before the album is. I don't think the ARTPOP materials are complete yet.

That was the case with Born This Way though. Heavy Metal Lover production began 4 weeks before release.
And the reason there are so many incorrect (secret, as Gaga likes to call them) lyrics in the booklet is because it was printed before handing in.
