There are tons of shows filled with inconsistency, but also a handful who managed to never hit their stride. Your whole comment is very unspecific tho, I mean, what do you mean by filler? Cable shows have a very limited amount of episodes that minimizes the amount of "non-action" scenes to a bearable mass, I would say. The 3rd season of Nip Tuck, the 1st season of TWD, the 2nd season of Damages are good examples and proof to my statement.
It's possibly the most overrated show atm.
