They often go for a safe choice, I give you that. For example like awarding Mad Men four times in a row. But many of those times have been completely justified wins. You couldn't say Jennifer Lawrence was truly the best actress of the year f.e., but the Emmys are mostly pretty reflective of the TV landscape (US only, ofc).
Modern Family is only winning because it seems like the least graphic and dark out of all the comedies. I don't really mind it, though. Enlightened easily slayed all the nominees but it's not that much of a comedy.
