She can perform anywhere outside the US, but in the US she is contractually obligated to only perform in Vegas (but merely concert type performances, stuff like award shows and the like are allowed). Celine has the same contract, and she performs overseas and on domestic TV without interference. Robin Leach confirmed this.

Gorl, she can do promo performances. She is encouraged to do promo performances. If Vegas starts flopping, you can be guaranteed that she'll do promo performances as part of her contract. She cannot tour North America. Why would Planet Hollywood want her to not promote and hurt her ticket sales there?

No she is getting 15Mil per year, she would have to do twice the amount of shows per year doing a year for them to offer her that. Celine had to do over 200 a year for that.

Obviously she left the States to tour. What kind of asshole response. But I could care less about that. She hasn't went and promoted by performance since 5 years, that includes never doing it during FF and I don't count those scripted UK tv interviews.

The answer isn't that you won't be able to see Britney perform in the next two years, it's that you won't be able to personally see Britney Spears perform in North America for the next two years unless you're in Vegas. She could always not promote (again), but this article does not in any way confirm that she won't do promo performances.
