Oh but yes I agree the last 2 seasons (moreso 6) of Buffy were a somewhat mess but that's because of UPN and the creative direction the new writer decided to take but the Dark Willow story arc, the musical and Buffy & Spike's sex scene in Tabula Rasa >>>>
And Angel was written to be this deep tormented soul with centuries of drama and convictions so of course he's more "interesting" in comparison to a 16-22 year old girl still figuring out life. Joss wrote her perfectly which is why Buffy remains one of the biggest female empowerment icons. Along with Xena but she's a lesbian and some people ignore her for that.
