Disagree, that is actually the case for Rihanna.
Katy already has 2 bonafide America classics that we will hear for decades in California Girls and Firework. Rihanna has Umbrella and arguably We Found Love, both of which we rarely even hear now so imagine 10 years from now.
Notice how the average person only knows about 3 of Mariahs 18 top singles word for word 20 years down the line.
