UNLIKE Weezing and Arbok, Noctowl wasn't RELEASED into the wild. Noctowl was sent to Prof. Oak's and for good reason: Cassidy and Butch tried to break in and steal everyone's Pokemon and if it wasn't for Noctowl's abilities at spotting the helicopter, C+B would have succeeded.

James was a poor trainer indeed. Using Weezing as nothing but a Smokescreen-er was stupid, he could've at least used Explosion and slayed everything in its sight. Oh, and Victreebel was even more useless than Weezing since all he did swallow James iirc.
And no, I wasn't talking about Noctowl not being released, I was talking about how he got replaced and forgotten. Noctowl is perhaps the most forgotten Normal/Flying Pokemon of all time. Pidgeot, Swellow, Staraptor and arguably Unfezant >>>> Noctowl.
That's probably why the Noctflop stans are so bitter towards Weezing. They can't take that their fave remains forgotten while WeezKing is always mentioned in this thread
