I guess they're banking on the VMAs. I don't feel like this was a hasty decision - they knew they could lose that momentum in sales by losing the #1 spot, but they are probably expecting A LOT of sales tomorrow. And it's probably worth a buyer having an album track vs a single because it will help her sell albums in the longrun.
I personally think it's a good move.
