From what I understand rolling effect is just the comparison of last weeks corresponding day's AI/spin(whichever applies) and the difference whether ± will make the AI/spins for today ...so in essence the rolling effect should last forever after a songs first week ...is this right or wrong ?

100% correct.

the only time there is no rolling effect is during the first week of release (for any song). That's why updates are always huge the first week, cuz there is nothing to compare them against.

I don't see Applause charting anywhere apart from Pop/HAC/Rhythmic & I don't see it doing too much damage in HAC and Rhythmic. It's not going to be a radio monster hit NEVER. Not this week, not next week, not next month.

So she will need to do lots of promo for the song to keep doing well.
