RIAJ and Oricon will give a better picture.
For example, there was a Japanese artist who had a #7 hit on the Japan Hot 100 last year. On the Oricon charts their single came in at #55 for the week and wasn't a big digital seller.

So that ranking came from radio which isn't really a major factor. The chart is just Billboard's formula transfered over to the Japanese market.
