This is kind of soon, but if you think about it, Katy Perry just kind of came out of nowhere with the decision that the new album would be out in October and the lead single would drop in August. "Roar" was released less than two months before Prism is due out, which doesn't leave a lot of time to promote the album before. She wants people to be excited for the album and I think Katy thinks that there is a chance there won't be enough hype with one song, especially considering the competition she faces with artists like Lady Gaga. It is pretty soon, but Katy is releasing her album pretty early considering when "Roar" was released. Plus, it's kind of become a trend for artists to release some of their songs from the new album onto YouTube before the album is out. There's no guarantee that any of these songs will be a second single.
It is not a second single from what I can tell it is a promo single.
