2NE1 working on an English album now isn't weird at all if you analyze the situation.
They're basically pushing out several singles with lots of promo because we all know damn well it will be a long ass time before they comeback again.
It took 2 years for a new album when there was only like 5 (I actually don't know the number, so shh) acts on YG, so now with several more set to make a debut this year and next + BIGBANG, where will 2NE1 fit? Well anywhere would be easy, but it's YG. We all know throwing them into the 2014 mix would be unrealistic. With him trying to force feed Korea his next generation groups, 2NE1 will have virtually nothing to do. CL said it herself, they haven't recorded an English album because they felt they weren't ready.
With Minzy polishing her oh's and learning to English, Dara looking presentable and Bom actually seeing a vocal coach + the dance classes, the timing couldn't be any more perfect.
Besides, the Korean charts are starting to forget what a 2NE1 is.
First Love was flawless they better not disappoint 
not a single flaw, Japan is not prepared 
Though to be fair lots of their fans say their style is kinda Kpop inspired so it sorta makes sense.
