It's not really laziness. Most pop artists make full albums, and record some songs with sucess in mind, just in case that the rest of the material doesn't have that appeal. That's why some hit songs don't really represent the album they're promoting.
In TD's case, it was crafted for sucess. Its only purpose was to make Katy one of the biggest artist of our time, and it did. Bonnie said that they re-wrote the songs a few times, just because Benny Blanco thought they weren't big enough.
And I, strongly, believe that Katy was the mastermind behind her whole career. Why? Capitol was surprised at how Pop the album was, Dr. Luke could've done the same with Ke$ha (which would make more sense since she's under his label) and Katy brought Bonnie McKee out of nowhere.
Obviously, her promo team played a huge part on TD's sucess but it's still all on Katy herself. I don't think that people realize that. Which is kinda sad, because I get that feeling that some actually think she's dumb or somekind of puppet. I guess we'll know for certain in the long run. (I have waay more theories about this
