I wouldn't get my hopes for number 1 tbh. It's possible but I don't know why her stans want such a high debut anyways. If she does it to where the video premieres the same day as the song, they push it very hard on radio, and they promote it too much in it's first couple weeks, the song is going to peak very early and eventually fall off. And the album isn't out until 3 months later.
I'm just being realistic. It WILL peak in its first week and there's nothing to do about it, but that doesn't mean it won't have longevity. This is not the BTW era anymore. We don't know how it'll sound like, but if it's appealing to the GP they won't need extra promo to feed the hype or the song's longevity.

Gaga snatched the coveted week before the VMAs spot so Katy had no choice but to release it exactly ONE week before Gaga so she doesn't compete with Gaga's first week. When it comes to releasing material, it does revolve around Gaga. If Katy doesn't go #1, she will look like a damn mess coming off a 6 #1s era , so it's likely they were waiting to see Gaga's plan since they know she will probably sit atop the Hot 100 for the remaining of the year.
