Wow, it's true. The first promo pics were so natural, her being naked and then bam a clown. I hope Gaga one day explains this all to us.

If the idea of Pierrot is correct there are so many ways she could take it along with the title Applause. However, the execution is really important it could be a twisted genius kinda thing or come across cheesy, unappealing and revolting. Knowing Gaga she will walk that line very finely.
Pierrot became an alter-ego of the artist, specifically of the famously alienated artist of the nineteenth and early twentieth centuries. He's a major symbol for both performance artists and the Renaissance. The renaissance was a huge cultural and artistic movement.
Now look at the themes and hints she's shown us with ARTPOP. Art, culture, and technology have been huge themes for ARTPOP and the imagery. The renaissance inspiration kinda fits in with how Gaga has both made a lot of strides this era for doing artistic things such as artRave and collaborating with famous artists, photographers, theatrical directors and performance artists, making strides in technology by creating the app as well as trying to expand her social presence with moves in social media. Renaissance, Hippie, artsy and technology seem to be the prominent imagery so far revealled for ARTPOP.
It definitely shows how much time, effort and thought Gaga puts into her album eras.
