Mexico is the gateway... his popularity there is what spread his music to the rest of Latin America. Without Mexico he didn't really have an "in" anymore.

Stop! Olvidate also wasn't that strong of a song in Spanish, so maybe he lost momentum because of that as well.

At the time I was living there and was pretty into the current music scene, it wasn't Mexico as much as it was MTV Latin America that controlled what was popular as it was the major only unifying outlet for music across the continent (excluding Brazil of course because of the language difference), but MTV Latin America I believe was headquartered in Mexico (their version of TRL was filmed there) so it might have had something to do with it
