Also lets take into account that the poorer you are the less opportunities you have the US. If you are poor, you won't get access to a proper diet, schools, and more likely to be involved in crime. To get into a good school you need good grades, and test scores. If a person is poor how will they get the proper access to these things? its common knowledge that inner cities schools are the pits. People who have access to private schools are better off in terms of success. So you mean to tell me the government can't use the tax money to better the country? No wonder why the US has one of the worst education system in the world in comparison to other first world countries.
Did you also take into account how expensive school books are, food, room and board. travel expenses. If a person is poor tell me how will they afford to send their child to school? Its common knowledge that tuition costs are rising faster than the rate of inflation.
