It's not a rule. There are plenty of other counterexamples:
* Kanye performed in 2010 and 2011 (with Jay-Z)
* Taylor performed in 2009 and 2010
* Rihanna performed in 2007 and 2008
* The Killers, Shakira, and Ludacris performed in 2005 and 2006
* *NSYNC and Britney performed in 1999, 2000 and 2001 (all three years)
* Eminem performed in 1999 and 2000
* BSB performed in 1998 and 1999
* Marilyn Manson performed in 1997 and 1998
...
Anyway, I could keep going but that'd get pretty boring. I think that the reason why artists tend to not perform twice in a row is that MTV producers feel that inviting the same artist over and over gets stale. In fact, some artists are also reluctant to do the show twice in a row for that reason (and may even reject MTV's invitation).
Also, more often than not performers are at the tail end of promoting their albums by the time the next VMAs roll around, so there's no reason for them to perform. In some cases, though, they are still doing promo for the same album as last year, or they may be promoting the next album. And those are the cases you see above.
