Probably just because it's produced by Mike Will Made It who's only ever produced urban songs until now. I think it's urban in the same way WANEGBT is country ... If that makes sense.
I agree. If Mike Will wasn't involved with the production, but the production sounded exactly the same as it did now, people would be calling it pure pop.
