Three consecutive Max Martin singles are clearly too much for the GP, not to mention 22 sounds really weak compared to its predecessors, especially IKYWT, which is still being played in many stations. Also 22 and does not have universal appeal - teenagers will not sing that they are feeling like 22

Stations are free to play it if they want to. An adds date would not make any difference. The song gets horrible call out on pop. Maybe in 2005 it would have done better.

Well I'm not a fan of hers and not a hater so you can consider me as the GP. And what I can tell you that when I first heard '22' I thought that it's a copy of WANEGBT.

This is her to-be-or-not-to-be of this era. I can imagine Red slaying POP and Country stations at the same time. 22 messed up everything. Dunno what they were thinking. She was not even going to perform it because of the Red tour and the song is too generic to smash by itself.
