Rihanna is the best-selling digital artist of all time so her. She's had consistent digital success for over 5 years now. Gaga had a great peak with TF/TFM's singles but her Born this Way singles were a dramatic drop in momentum.
Rihanna is a hit machine who puts out material yearly for a reason.

Rihanna's numbers aren't overly impressive. If Ke$ha released singles the way Rihanna does, she could crack the top 10.

I can't at people saying Rihanna when her best selling solo single, We Found Love (4,954,737 copies sold so far), has not even reached the 5 million mark yet. Three Lady Gaga songs did it: Poker Face (6,923,978), Just Dance (6,761,757) and Bad Romance (5,352,106). Katy Perry has four: Firework (6,187,789), E.T. (5,531,473), California Gurls (5,483,211) and Hot N Cold (5,371,512).
The best selling single from the Rated R era, Rude Boy, has sold only 2,807,469 copies. The best selling single from the Loud era, S&M, has sold only 3,504,628 copies (helped by the remix featuring Britney Spears). The Talk That Talk era, with the exception of WFL, was also a mess. The second best selling single (Where Have You Been) has not even reached the 2 million mark yet. The best selling single from the Unapologetic era, Diamonds, has not even reached the 3 million mark yet (2,854,789 copies sold so far).
"Why is she the best selling artist in the US, then?" Because she has SEVEN albums out (while Katy has two and Gaga three) and 1272537163760 features.
It's between Gaga and Katy, but since the former beats the latter WW, the answer is Gaga.

Katy has four 5M+ sellers (you forgot E.T. and California Gurls) and Gaga has 3 (JD, PF and BR). But the rest seems pretty right.
