I'd say it's between Rihanna and Britney.

Beyonce's is embarrassing because its a slip up, but it's clearly unintentional so to judge her based on that would be unfair. Gaga's is an embarrassing move, but mostly due to what it is, not how badly she's doing it. Rihanna and Britney however are supposed to be doing some dance moves but end up looking stiff and awkward, so it's most embarrassing for them because I'm sure the moves are not meant to look that way.
