I think they added some radio stations to Mediabase database. (hence the massive gain in spins). They realized that the AI with these new stations would be too high and unrealistic, especially with comparsion with BDS so they lowered the AI of all stations.

It shouldn't, Billboard uses Nielsen BDS as source not Mediabase. We will see next week but i doubt there will be changes. Mediabase numbers was just too inflated.
