I doubt RCA has much to do with JT's promo anyway, it's probably just his management.

Britney could've done tons of promo for FF while she was at Jive but she just didn't WANT to and it was obvious.

That is true, at the end it all comes down to how interested Britney is in the project, but there are still a lot of promo opportunities for labels to do which don't even have to involve Britney.

Justin has the Target deal, his album is being sold for a discounted price on Amazon, album being put up for pre-orders almost a month ahead. Femme Fatale didn't have any of that. This is all going to push the sales a lot, without the artist having to do anything.

He hasn't even done much promo: Grammys (promoting 'Suit & Tie') + SNL + Jimmy Fallon and no promo during the release week sans a documentary on CW. It's just the fact that his star power > hers at the moment.

Britney promoting 'Femme Fatale' the way she did on GMA, JK, and doing more interviews in the vein of the ones in that Godawful documentary wouldn't have helped. 'Femme Fatale' predictions went down after the promo.

They both still have the same marketing teams they did at Jive. Justin's previous era wasn't heavily promoted, they pick quality over quantity when it comes to promotion.
