Because they're undercover cops late at night and see a large group of people just standing around. They weren't bothering him until he just randomly wandered off after messing with his waistband. Also, consider this and you can probably just take a few assumptions on whether or not he was involved in gang activity, likely indicated what he and his friends had been standing around for and probably wore in terms of clothing:

I am disgusted at some of you "race-baiters" in here. It makes me have no sympathy what-so-ever. The boy, no matter his color, pointed a gun at the cops. He deserved every lead bullet he received to his body.

You've been watching too much "The Matrix", sis... We're in the real world where a bullet could pierce your chest faster than you could draw your gun in retaliation.
