Yeah, it's an ethnic group from northern India and Pakistan. Punjab is the area that Punjabi people are from. Eastern Punjab is a state in northern India and the rest is a state in Pakistan.
South Asia is made of a lot of ethnic groups. That's why two different people from India can look so different. It's a nationality, not an ethnicity:
