No, CMAs are industry voted. CMAs and ACMs are the ones that are cared about in country.
You're thinking of the American Country Awards (ACA). That one just started two years ago and is fan voted. That's the award show Kelly won 2 awards for DYWS and she wasn't even aware
even though I haven't heard CMB on the radio myself for days! 
And it's not too huge of a gap to get to Top 10!
