They didn't count the 35 minute delay... and the ratings were better for the second half probably due to people hearing about the outage and the fact that the 49ers made it so close.
Not that the 160+ stands for anything besides the estimation that overall 160 million households tuned in during the duration at one point or another (108 million is what will go in the books in viewers) BUT Nielsen, in 2012:
