The reason she's been quiet about ARTPOP is that she's been LEARNING. She isn't hyping, she isn't announcing announcements.

If 'Born This Way' was about living halfway between reality and fantasy, ARTPOP is about letting go of the things that control you, or get you down. Dance through your pain instead of wallowing. It's about no longer needing to justify who you are. Do what you please with no regrets.
That's what she hinting with the NYE tweet and the "raving little sister."
It's about healing the wounds that she opened with BTW. Once the wounds are healed, she can be anything and everything the artists want her to be.
