The album up until june was planned for the end of 2012. She anounced she was playing ARTPOP to her label in june and djws, jeff, tara and dave russel were all buzzing about the lead single. Then in july gaga says the album wont be until next year. So either for quality purposes or marketing purposes it was delayed. I suspect a bit of both. It wouldve been difficult for her to market and release a new album this year and then toured in NA for her previous album. On top of the movie and app release. Things wouldve been messy if she released it this year. It was smart to delay the album until after the tour ended and we can get an even better album in the wait.
The only thing im afraid of is that she constantly tinkers and meddles with things trying to perfect them. Remember she wanted BTW to release at the end of 2011. According to the press that got sneak early listens to songs the ones they heard sound was overhauled. Apparently BTW didn't originally have that 80s, disco sound to it and it sounded more icy and sleek. Leading up to release she was constantly changing beats and sound effects. She specifically mentioned she would listen to teog in her car constantly rearranging things. I think thats what made the album sound overproduced and messy. She's already said with ARTPOP that it has turned out different than her initial vision.
