A good voice takes you very far ..not in terms of numbers but in terms of how recognizable your talent is by the GP. The GP doesn't know how many sales Katy's singles made.

I've been reading the entire thread. 
However, the majority of your posts cluster around chart performance, as if that's all that matters.
Yes, Katy is WILDLY MORE POPULAR THAN KELLY. Okay, that's a given, but other things are equally important.

and lets not act like chart performance are one of the criteria on determining legacy, chart success most of the time implies how popular your song is and the impact it has made on people

Kelly Clarkson was the 1st winner on American Idol...that's a big deal alone.
Katy Perry getting #1 singles yet the general public doesn't really care about that. Kelly has been around longer.

So? It's not a NECESSARY fact.
Oh and please, why are you acting like the GP was praising Kelly's performances? It might be the case in the US (well, even if I don't really agree, the Grammy nominations aren't about her performances except for the Pop Vocal one I believe (I don't remember the 4th nomination so forgive me if there is another one)), but absolutely not in the rest of the world.

Kelly, obviously. And not even because I'm a stan. Some of you Katy stans are truly blinded by your stanship. Katy might be more popular than Kelly currently, but that in no way shape or form means she has a bigger legacy. What exactly is her legacy? She doesn't even have a Grammy award.
I love Katy as a person and her songs are fun, but let's not. She doesn't have an album that has sold as much as Kelly. Doesn't have the vocal acclaim, the decade in the industry, etc. etc.

I will never get why people say that she has no legacy just because she didn't win Grammy awards, you do realize that, when you are nominated, it's already something really good? 
And I can't at you people acting like the US was the World.
