Musically? Well, Britney and Rihanna aren't so much involved with what they record. Katy on the other hand has writing credits on all of her own songs and can at least play the guitar. The credentials are there, which makes her the most respected. People on ATRL don't particularly like her, but the majority of people in the real world seem to respect who she is and what she does. There is not much of a negative stigma attached to her name.

Britney in her prime, she didn't sang live but she was a good performer and people liked that about her, she also wrote her songs. As of now? Rihanna is seen as a joke for letting Chris back in her life, Katy is seen as childish and stupid, and Britney well I don't know.

Britney was and still is accused of auto-tuned/can't-sing.
Rihanna was accused of not having any input on her records.
Katy was accused of heavy promotions that's why she bag that 6 #1's last era.

Ironically, the GP doesn't really care about the heavy promo. That was ATRL's complaint and ATRL's complaint only. Katy has first writing credits on her albums (the only one of the 3) and can at least carry a tune (granted, Britney has proven she still has it in her, but Rihanna is lacking in the vocal department right now)
