The list is always like that. Look at past years and see the #1 and compare it to other songs on the list. The key to being #1 is to be a song that slowly chugs along the charts. So long as you spend 30-40+ weeks on the charts you will rank high even if you never reached #1. The flaw to that is songs like Honey Bee or Springsteen or Need You Now will climb quite fast but once they go recurrent they can't gain more points even though they are bigger hits then the other songs that rank higher.
