She hasn't been neglecting recording music. It would just be highly illogical and not business-savvy to release it currently.

She's probably still writing and recording but the albums probably basically finished. If she writes a song she really likes between now and release it may make the album. Remember with BTW the album was finished and songs decided 5 months before release but 2 weeks before release she added heavy metal lover. Probably similar thing with ARTPOP where almost all the songs are done. Didn't she say back in September that she had 7 songs finished for the album?

In the US I'm sure she'll do American Idol and mentor for a week like she do before Born This Way. I think the last time around she concentrated all of her promo and I think she should spread it out for longevity purposes

I feel like the hot 100 has become just as boring and predictable as it was right before gaga came to the scene and slayed the **** out of everyone by switching things up. I'm ready for ARTPOP to come and CONQUER!

Streaming has been added to the formula, that's it. It will likely benefit her with her massive army of listeners.

I hope she hits all the major award shows. Shows like The People's Choice Awards and The American Music Awards are always so basic and could use her flare and uniqueness.
