No, they didn't. That's not possible. Stores don't/can't work like that. Imagine if every artist did that. There would be no space.

And if you look at everybody's SoundScan numbers and certifications in the 90s you'll realize there are always gaps.
Both albums' sales are around the 10 million mark in the US for sure. Daydream is closer than Musix Box. SoundScan didn't count all sales in the 90s. Music clubs like Columbia House (no figures at all!) were huge at that time. Mariah was a big seller there, hence her certifications are nothing but amazing.
I agree with nicklada. You should do avatars based on her certifications instead. Her SoundScan numbers from the 90s don't represent her total success. It actually downgrades it a bit.
Examples:
SS: SoundScan vs RIAA.
Come On Over - 15.5m (SS) vs. 20m (RIAA) - difference of 4.5m
The Bodyguard - 12.0m (SS) vs. 17m (RIAA) - difference of 5m
Baby One More Time - 10.5m (SS) vs. 14m (RIAA) - difference of 3.5m
Ten - 9.9m (SS) vs. 13m (RIAA) - difference of 3.1m
Wide Open Spaces - 8.7m (SS) vs. 12m (RIAA) - difference of 3.3m
The Woman in Me - 7.7m (SS) vs. 12m (RIAA) - difference of 4.3m
CrazySexyCool - 7.3m (SS) vs. 11m (RIAA) - difference of 3.7m
The Writing's on the Wall - 6.3m (SS) vs. 8m (RIAA) - difference of 1.7m
Big Willie Style - 6.0m (SS) vs. 9m (RIAA) - difference of 3m

No need to lol. Honey was uninformed. Both albums' sales are really or near 10 million.
