Yes she was. It's just that the market was different back then. She was selling out arenas in North America and Europe and selling out stadiums in Japan/SA/etc. She could have been a bigger touring force probably if she hadn't lip synced.

She's not on Madonna's level, but she's a pretty big touring artist. Even her debut tour was a big success. The "Femme Fatale" tour (in support of a lackluster era performance-wise) had a gross of nearly $1 million per show despite the fact that her last tour ended only 18 months before.

Gaga is indeed a much bigger touring force. but it doesn't make her more successful overall.

Her DWAD got mixed reviews. People praised it because of how amazing the tour itself was and her performance skills, but then criticized her about her lipsyncing. And I think the Onyx Hotel Tour had many bad reviews as it was too sexually explicit and because of the lip syncing.
