But Bill, you can make up for Blackout's defeat from the top of the charts by changing the rules last minute so Will.i.am and Britney Spears' new single "Scream and Shout" debuts at #1 on the Hot 100

That rule change was completely fair though, another album outsold her nearly three times over. It wouldn't be fair to not count it.
