Judging by it's chart run, you are absolutely right (I think that's what you meant).
Although, as I'm sure you know, everything is about timing and 21 may have flopped completeley in a different era.

If you see the Thriller release in 1982 it was the best thing in his time, it fit in in this time perfectly.
If you ask Michael fans, what is his best record, sure most would say Thriller but also many would say Off the Wall, Bad etc.
But the thing with 21 is, it's timeless, it could had released in the 50th till now.
