Well when celebrities do makeup, it's very serious. Liquid foundation, powder foundation, powder setting, eyeliner, eyeshadow, eyeliners, mascara, blush, highlighters, lip stick, the whole deal. Their entire face is sculpted by a team of makeup artists very specifically to be captured well on cameras for paparazzi or TV or whatever.
That, plus other computer editing techniques of film, they may not even look like the same person in real life because though they have the talent, not all have the right looks so they need to use it.
